The Human Rights Council is an intergovernmental body of the United Nations, through which States discuss human rights conditions in the UN Member States. The Council’s mandate is to promote “universal respect for the protection of all human rights and fundamental freedoms for all” and “address situations of violations of human rights, including gross and systematic violations, and make recommendations thereon.”

The NHRC (Amendment) Act, 2010 has conferred on the Commission additional independence and strengthened the Commission's power with respect to promotion and protection of global human rights, investigation of alleged abuses, violation of human rights and enforcement of decisions. The Amendment Act has also widened the scope of the Commission's Mandate to include vetting of legislations at all levels to ensure their compliance with human rights norms.

The UN Human Rights Council GENEVA (12 January 2023) held a special mission in Africa to discuss the implications of the human rights situation, abuses in the continent. At the special session, the Human Rights Council adopted resolution HRC/RES/S-32/1, which requested the High Commissioner to designate an expert on foreigners abuses of human rights in Nigeria and Africa, special cases on fund beneficiaries.
