Myself, i will be retiring February next year after 20year of service but without anything to fall back to, because of poor working condition that is the situation here.

Please d , we are not in a hast , because we can’t afford to make mistake, we see this as a life time opportunity hence we are very careful not to gamble with it.

He will prepare all the legal documents including the memorandum of understanding (MOU ) that will cover/back up our interest in the project / investment now and in future.

I know this letter may come to you as a surprise as we have not met
before nor previously corresponded, please accept my apology.

I am Mrs. Victoria Oyez Orji the Executive secretary Niger Delta
Development Commission (NDDC) and also a member of the Contract
Award Committee, Federal Ministry of Petroleum Resources.

The Niger Delta Development Commission is a federal government agency
established by the former Nigerian President Olusegun Obasanjo in the
year 2000 with the sole mandate of developing the oil-rich Niger Delta
region of Nigeria, this Region is made-up of 9 States,i closed my
working ID for your confirmation.

We are in search of an honest person who will assist us in the
transfer of Eighty Five Million United States Dollars (US$85m) and
subsequent investment of same in lucrative ventures in his/her
country.

This fund is over invoiced amount on a contract awarded to a German
firm by NDDC in the year 2019, the contract was successfully executed
and the contractor paid fully hence we want to use the over invoiced
amount ($85m) for our own investment.

We are civil servants and we want something to depend on after our
retirement, please we want a sincere person to partner with us and
this business must remain confidential.

We will also be interested in your company product if you have any,
provided it will give us good fortune, but all the same we want you
to direct us on the areas to invest right there in your country or
outside your country, all these will depend on your advice.

A memorandum of understanding and business agreement will be prepared
for both parties to sign, this will protect your interest and ours
legally and all the details will be given to you as soon as you get
back to us.

You will be required to:
1) Assist in the transfer of the said fund to you.
2) Advise on lucrative/profitable area to investment.
3) Assist in the management of the investment.

Should you be kind enough to render your services to us in this
regard, you shall be rewarded with 15% of the total sum stated above
while 10% of the investments dividends shall be paid to you annually.
