How are you doing today? I hope you are healthy and safe. I am Mr. Alex Seang, I work with the Ministry of Mines & Energy Cambodia as the Head of the Finance/Contract Approval Department.

I Really, I do not know how best to begin. I am afraid, not because I am not sure of my plans or myself but because I am not sure the kind of person you are and what would be your reaction if I opened up to you. My plea therefore is that you take me as one who trusts you and help me keep this matter between you and me only, whether you want to do business with me or not.

Specifically, I am seeking a trustworthy individual for a transaction. There was this seasoned contractor name (withheld) who had an unpaid contract balance of $9.8 million for the supply and installation of heavy Industrial Equipment to our Ministry. Who died a month after the completion of the contract project without any registered Next of Kin or business partner in his Payment file. The deceased, a Thai national, and his wife died in September 2020 due to COVID-19 complications without any registered business partner in his payment file.

Now, the Ministry has given me an ultimatum as his Supervisor to present the heir within 14 working days otherwise, his unpaid Contract Fund will be moved to the Bank Of Cambodia as an unclaimed fund. I wish to use my position to present you to the Ministry as his business partner and have your information registered in his payment file as his business partner.

If you are interested, let me have your telephone number and full name to enable me to give you comprehensive details on what we are to do to get this Fund Claim Concluded. I look forward to your quick response. Again, If you are sure of your sincerity, trustworthiness, accountability, and confidentiality over this transaction, reply to me urgently.

Any names of real people being used within the above information from this imposter is unauthorized and illegal. Do not provide this scammer any of your personal information. This email, and all of its content, are part of a fraudulent, criminal act and the only intention of the scammer who sent this email is to steal money from you and to obtain personal information leading to identity theft of the scam victim. All claims made within the email are lies fabricated by a fraudster and this criminal will never provide you any money, assets, investments, property, commodities, merchandise, employment, romance, or anything of value. Every email scammer uses a completely false identity, thus their names used in the email (and any company name, employment, occupation, street address and/or location information that they provide) is 100% fake. Any photos, scans of passports or other personal identity documents and/or any other documents (government, corporate, legal, financial, etc) or forms that they send to you are all stolen, fake and/or forged and the file attachments they send with their scam emails may also contain viruses. Also avoid all website links that any scammer sends to you because their websites are all fraudulent and may also contain hidden Malware, Trojans, Spyware and/or key loggers. In conclusion, do not send any money to this scammer or you will lose it permanently.
