I have been thinking on the way forward on how to send the funds out to you successfully without the knowledge of the Banks funds management/ monitoring authorities.
I want to inform you that I have decided to use the back door to move out the loan amount valued $15Million to you directly to your country through Bank Cash Security Safe Delivery system due to the level of monitoring of funds in the Banks as the rate of funds monitoring presently is completely too high so that is why I have this method as plan (B).

I believe it is better that you receive the funds in Cash and start depositing into your Bank Account by your self bit by bits or spending in your projects too.
