This law was introduced due to the fact that many citizens left abroad and left huge unpaid bills. Municipal services had to wait long until the citizens gather their debt. So I was explained.
I have already tried to find money in Kiev, But I do not know anyone here. I tried to ask the money in advance under the internship program, but authorized agents told me that it was not possible. To their unfortunately, they can not retreat from the terms of the contract. I must solve the problem with the communal service itself.
